In this instance,while Captain Frebe's intentions regarding forcing "deadwood" officers toincrease their productivity were admirable, excessive control mechanismswere introduced, thus limiting the amount of time that many officers couldactually spend doing police work on their shifts. Perhaps the most effective way ofmotivating officers is to provide them with a sense of being criticalelements in an overall organizational effort to improve productivity andachieve the organization's mission and goals.
